The shariah does not fix an order between looking at her and asking about her, so both of what you heard can be right and there is nothing to be confused about. What the scholars do fix is that the looking comes after you have resolved on marriage and before the formal proposal, and Imam Ibn Baz said he looks first, so if she suits him he proposes and if not he leaves it, and he also allowed asking her mahrams or sending a trustworthy woman to look and describe her to you instead. And she may look at him as well, Imam Ibn Baz said yes, because that is in her own interest.
