Assalamu Alaykum Ustadh Is it permissible to do istijmar and then Instinja ? Or is it a bidaa? Sometimes you need to remove the traces with a tissue and then wash it off with water so it’s fully clean. I can’t touch the traces with my hand as it would feel really disgusting.

Just use water akhi dont fall into waswas. It is more than enough and dont take long as well in washing just what people normally take to wash nothing more to avoid waswas.
