Yes, this is a precaution so that the disbelieving women do not describe you to non-mahram men. Not just that: nowadays, they might not even know, so they would take pictures or videos without you knowing and you are in the background or something like that. Therefore, what is advised is that you are always careful, so that nothing happens that you do not accept.
