أحسن الله إليكم I'm going marry a sister in sha Allah, but her father does not pray, can he be the wali in the marriage contract? Also when a dog's saliva touches your clothes and you have to wash it 7 times, what does that 7 times look like? Like 7 wipes? Put water 7 times?

The scholars differ over the one who abandons prayer out of laziness while affirming that it is obligatory. On the view that he is a disbeliever, which is what Imam Ibn Baz as well as others held, his wilayah lapses and the contract passes to the nearest male relative in order and then to the Muslim judge, and on the view of the majority of the scholars, he is a major sinner and not a disbeliever, he remains the wali. Ruling a particular man a disbeliever is not a light matter and it is not for you, so put this case with all its details to a mufti before the contract. As for the dog, each of the seven is a separate washing with water, not seven wipes, so the water reaches the spot and is wrung out and that is repeated seven times, with soil in one of them. Soap takes the place of the soil, and dry contact with a dog transfers nothing.
