we know the one who repents from a sin is like the one who never did it. If someone has a recurring sin that they repent from but fall back into often and someone asks him if he is upon this sin, is it a lie for him to say he is not since he repented even though he fears falling back into it?

It is nobody's business to ask you about your sins and you should not answer even if it was a sin that you do and did not repent from. Allah did not expose you, so do not expose yourself.
