Is the ayah about Allah not forgiving shirk only for the one who dies upon it without repenting? So if he repents and leaves shirk before he dies Allah would forgive him? Also do I pay zakat on money that my parents own and earn but I just have a debit card to draw money from it as I have no income?

Yes. The ayah is about the one who dies upon shirk without repenting; whoever repents is forgiven. As for the money, no. Zakah is due from its owner, so it is on your parents if their wealth reaches the nisab, not on you who only spends from it.
