Is it permissible to say “I hate being dependant on a person”, but you are pleased with the decree of Allah. I mean can I hate the thing happening but be pleased with the decree at the same time? When does it become kufr?

Yes, but better to say Alhamdulillah and do the necessary means to change thay reality if you are able to otherwise say Alhamdulillah and u never know it might be good for you u don't know it.
