If I need to pay Zakat al Maal lets say exactly 1000$ to a family member abroad, however he only receives 800$ after fees and conversion rate etc. Is this enough to cover the obligation of zakat since si paid it or do I still owe 200$ ? BarakAllahu feek

The fees and the shortfall are on you, not on the zakah, so the full amount must reach him or whomever else you decide to give the zakah for.
