‎If the government forces everyone so money is taken from you without choice, there is no sin on you for being in it. You may claim back up to what was deducted from you, and whatever you receive beyond that is not yours. Paying first and claiming later does not change the ruling. This is a general answer as there are exceptions for certain situations
