If someone dies and there are a particular few minor sins someone persists upon without ever repenting from but repents from all other sins, major and minor, can such a person still be a muttaqi? As Allah said in the Quran that He only accepts deeds from the muttaqoon?

Repent from them why not? This should not be what to focus on, u should focus on doing your best to repent and avoid them.
