أحسن الله إليكم. According to Sh al-Islām and Sh Ibn Uthaymīn (رحمهما الله), if there is no fixed duration for travel, is it based on urf? Ex: If someone lives 4,000 km from his parents and stays with them for two weeks, would he still be considered a musāfir and given the rukhaṣ? بارك الله فيكم

If you travel to another country to stay for two weeks and come back, yes. According to the saying of Shaykh Ibn Taymiyyah and Ibn Uthaymin, you are still a traveler and you can take the rukhas (concessions). This is the correct saying, Insha'Allah.
