Assalamu alaykum Ustadh Ahsan Allahu ilayk If a person is able to do both Hajj and Umrah but wants to do Umrah first is that allowed? Or is he obliged to do Hajj first before Umrah?

Yes, but why don't you just do Tamattu? Because it includes both Hajj and Umrah. Isn't this what you mean? But anyway, yes, you can do Umrah and then you can do Hajj.
