أحسن الله إليكم Regarding Haj. Does the mutamatti' have to also not clip the nails and cut hair from the first day of dhul hijjah regarding the hady or is that only for the one who is slaughtering udhiya at home? Also is removing the skin around the fingernails also from the prohibitions of ihram?

Yes, it is only for the one who is slaughtering Udhiyah at home. As for the one who is performing Hajj, then it starts from Ihram (the state of Ihram). As for the dead skin that you have asked about, these are not from the prohibitions of Ihram.
