Imam Ibn ʿUthaymeen said in ash-Sharḥ al-Mumtiʿ: If someone were to ask: What is the limit of “severity” and “cold”? The answer is that what is meant by a strong wind is that which goes beyond what is customary. As for an ordinary wind, it does not permit combining the prayers, even if it is cold. And what is meant by cold is that which causes hardship to people. If someone were to ask: If the cold becomes intense without wind, is it permissible to combine the prayers? We say: No, because intense cold without wind can be warded off by wearing extra clothing. But if there is wind along with intense cold, then it penetrates the clothing. As for strong wind without cold, then there is no combining, because strong wind without cold does not involve hardship.
