If one has arrived to his destination after travel, (while still considered a traveler), does he combine and shorter prayers or does he only shorter prayers without combining? And in which cases can you only shorter prayers without combining?

You only shorten without combining unless there is an actual need. As for combining then whole in the journey itself.
