السلام عليكم ورحمة الله وبركاته أحسن الله إليكم I heard Sheikh Aziz Farhan say if you swear by Allah and then say In Sha Allah after, then there is nothing on you if you don’t fulfill your vow. Is this correct?

Sheikh Aziz Farhan is a scholar and it is not befitting that someone as low leveled as I in comparison to him, to be asked about his answer. And yes he is correct as the ulama have mentioned.
