Does the hadith about a fornicator marrying only one like them apply if no hadd was carried out but some people know or does it apply only if hadd punishment was enforced? The person repented and was never married. Also, does an-Noor 24:3 apply only to those who haven’t repented?

If he has repented alhamdulilah, then he is not included in the ayah in sha'a Allah.
