When a person is washing his private part from madhi/wadi then when he washes it once, does he have to place his thumb on the tip of his private part to check if anything is coming out, and if there is, wash it again? or is washing once sufficient without checking further?

I dont want u to fall into waswas may Allah reward you, but u can wash and use your hand if the impurity did not go away.
