Sheikh, I am recently married. When I command my wife regarding worldly matters, she refuses, saying she feels sad or doesn't want to. Is her refusal based on emotional state/mood considered Nushuz (marital rebellion) in Islam, or is she within her rights since these are non-religious Dunya matters?

No, she should obey you, and Allah knows best. But maybe there is another reason why she is saying so. So look at the matter, reconsider, see how you treat her or the way in which you interact with her, and so on. If there are any problems, you can solve them, inshallah.
