Is it permissible to pray in a public restroom if the toilet itself is inside a cubicle, separated from the rest of the restroom only by cubicle partitions rather than full walls and a separate room?

What is the reason behind this question? Sometimes there are dire situations where people have to do something like this, but normally, no. You pray at a respectful place, not at restrooms.
