Salam alaikum Ustadh you said in a lesson that even if one stays in a country for 8 years or 10 years he can do Qasr what if ramadan comes by? Is he excused and does he have to make up 10 years of fasts? And i was told by others that its wrong to shorten for 10 years, how do i explain this to them?

Imam Ibn Uthaymeen said: We say: people are divided into three categories: those who are settled residents; those who reside indefinitely; and those who reside temporarily, either for a period of time or for a task. As for the settled resident, it is clear that he does not take the ruling of a traveller, because he is a settled resident. As for the one whose residence is open-ended, such as ambassadors and others, the default for these people is that their residence is open-ended and that this country is their country. So this one is also like the first, meaning he does not take the concessions of travel. As for the one whose residence is tied to a period of time, such as a month or two, or a day or two, or to a task, such as medical treatment and study that is not tied to [a fixed number of] years, this person takes the ruling of a traveller. In fact, he is truly a traveller, because once this person's set time is over, or the task he tied his travel to is done, he returns to his country. Based on this, those who study outside their country are travellers, because they do not intend open-ended residence at all. If he were given his degree today, he would leave; but he is tied to this temporary, specific task. That is why you find that in some countries the period of study is four years, in some five years, and in some six years. Whoever does this takes the ruling of a traveller. So wiping over the khuffs (footwear) is for three days, the four-rakʿah prayers are two rakʿahs (units of prayer), and fasting Ramaḍān is not binding on him. However, we say: he should not delay the fasting until the next Ramaḍān. For if, for example, he delays this year's Ramaḍān fast, and then the next year comes and he delays it to the third year, the days pile up on him. He may become unable, and he may give up. For this reason, our view is that even though he is allowed not to fast because he is a traveller, he should not delay the fast to the next year, so that the days do not pile up on him and he becomes unable.
