Assalam o alaikum shaykh! As we are ordered to obey the ruler , and government orders to follow certain traffic rules . If I dont follow them will I be sinful?

Yes, you are sinful, because the traffic rules are from the orders of the one in authority in a matter that is permitted and protects life, and obedience is owed in everything that is not disobedience to Allah. Shaykh Ibn Uthaymin said the one who speeds sins by it.
