I'm from pakistan and I asked a scholar about protests, he said it's permissible in countries like Pakistan because of the democratic government but in countries like Saudi it's not permissible because it is a kingdom type government, is this true? Are protests halal in democratic countries or not?

No, and the ruling does not turn on the type of government, Shaykh Ibn Uthaymin said protests are all evil whether the ruler permits them or not, and our scholars ruled against them because they are not from the way of the salaf and are an imitation of the disbelievers as the major scholars of our time have said.
