Some ulema mention minimum requirements for jumuah khutbah e.g. saying an ayah, praising Allah, salawat upon the Prophet ﷺ, shahadatayn, admonition, tasleem. Must these be fulfilled in each of the two parts of the khutbah, or only across the khutbah as a whole (according to those ulema)?

Even if prominent scholars have said this, other prominent scholars have raised the question, what is the evidence for this?
