Ustadh. I wanted to clarify something regarding maintaining ties of kinship. As a male, are female relatives who are non-mahram, such as my father’s female cousin, included in ṣilat ar-raḥim? If so, how should I maintain ties with them while observing the boundaries of non-mahram interaction?

If you meet them, you can greet them. If they are in need or so you can help them out through a mahram or so. These are some of the ways you keep the ties of kinship. As for mixing and mingling etc this is not what is meant by keeping the ties of kinship.
