ustadh lets say someone researchers islam knows the proofs etc but him coming to guidance is only by the will of allah because only allah can create eman in someone's heart right I know someone who has knowledge but no eman in his heart should someone like that ask allah to create eman in his heart

Yes, he asks Allah, and Allah said, all of you are astray except whom I have guided, so ask Me for guidance and I will guide you (Muslim). So he asks, and he takes the means of the Quran with reflection, righteous company, and turning to Allah in sujud.
