1. Witr is a sunnah muʾakkadah and the sunnah is to make it the last of your night prayer. Never leave it as the Prophet has always prayed it. 2. Yes, reading from the phone in the night prayer is allowed. 3. The looking is only for the one who has already resolved to marry that particular woman, and Shaykh Ibn Uthaymin said if he is hesitant, he does not look, so it is not a license to look at women in the street.
