If a husband and wife are intimate while the wife is menstruating, but they do not have intercourse, and she keeps her private area covered, yet she sometimes experiences sexual release (climax) as a result of the intimacy, is this permissible?

It is permitted. Everything is allowed with a menstruating wife except intercourse.
