Sheikh abdulaziz alsalam alaikum, sheikh is football rules like red card when there is a foul or somebody got their legs broke is it considered ruling by rulings other than allah’s ? Or its just rules inside the game and the player can demand allah’s ruling. Is this concern genuine or waswas

This is waswas, so do not dig into it. Making rules in general, such as the rules of a game or of a person's own company, is allowed as long as they do not include something impermissible, which would then be haram.
