The ruling is the same for both. Allah commanded the believing men to lower their gaze and commanded the believing women to lower their gaze (al-Nur 30 to 31), so free mixing between non mahram men and women is a place of fitnah to be avoided by both, and it is not lifted from one sex and placed on the other.
