My husbands brother is autistic (non-verbal, mental capacity of a child, totally dependent for all his needs) and blind. His parents put him in a care centre where he is cared for 24/7. He is an adult, and they ask if they can shave off his beard for ease of care and cleanliness. What should we do ?

From what I have understood, he is not a mukallaf. He is not held responsible for salah and fasting because he has the mental capacities of a child. Therefore, this is allowed, inshallah.
