Ahsan Allahu ilaykum. I know somebody who has gotten driving-related tickets in cities other than where he lives so he says "I'm not paying that." These tickets may even accumulate riba (late fees) because he doesnt pay. Are these considered debts? What's the ruling jazak Allahu khayr
