Salam Aleikum Sheikh, my father neglects Salah, fasting, Eid practices, provides no support, and is abusive. Travel with him causes serious harassment/safety risks, while travel without him is safe. Does he still hold qawwamah/wali authority? Are we allowed to avoid traveling for safety?

You are allowed to avoid traveling with him, yes specially since you mentioned that there is real harm—physical harm—that results from it.
