احسن الله إليكم Ustadh is the saying that, anything that begins from the shoulders isn't considered jilabab correct? And does this means wearing abaya with khimar (incl. face veil) isn't considered as the legislated hijab?

If I understood your question correctly, this is a saying of Imam Ibn Baz. What he meant refers to what some women do when it comes to hijab: they wear an abaya on the shoulders and then just cover their hair, perhaps wearing a niqab with a cover. Basically, the shape of the head, the neck, and the shoulders is showing, and this is what the shaykh was talking about. What he meant is that the cover should be from the top of the head so that these shapes don't show.
