If i know a person won't wear gloves, even if she's given the advice, is it allowed that i gift her sleeves for her wrists to be sure it is covered, hoping to pick the lesser of 2 evils? May Allah be pleased with you and the whole team, your families and loved ones, JazaakumuLlaah Khayra.

It is allowed to gift her sleeves, even if she doesn't cover her hands. There are no "two evils" here; you're actually helping her in covering herself. So, yes, you can do that. May Allah subhanahu wa ta'ala reward you for that.
