Yes, you can do Ruqya that way. The best Ruqya is the one that you do on yourself, but you can also recite and blow into the water. I will always recommend, when it comes to Ruqya, that you see what the senior scholars (like Imam Ibn Baz) have recommended from books such as the Fortress of the Muslim.
