احسن الله اليكم , Ustadh,over here a truck is hired, you dump things on the nature strip (the one before the road) and they take it away for large items ect.. If I didn't hire but I see that neighbors are dumping their things (always), can I dump too as it eventually all gets picked up by the truck?

If for that to happen u should hire then hire if not then u can dump it. Meaning, as long as this is not a trick used to bypass certain rules or fees.
