Imam Ibn Bāz (may Allah have mercy on him) said: Wearing footwear that sits below the ankles carries no harm, because it is considered the same category as sandals according to the strongest opinion of the scholars. This is because the Messenger of Allah ﷺ said about the one who cannot find sandals: “He may wear leather socks and cut them below the ankles.” This indicates that once they are cut, they take the ruling of sandals. And many scholars have held as authentic the permissibility of wearing leather socks without cutting them when sandals are unavailable.
