Ahsanallahu alaik, if I accumulate cash above the Nisab value today and, just before it reaches the one-year mark, I spend some money as part of a need, and it becomes below the Nisab value, am I still obligated to pay zakat?

No as the nisab didn't happen, keep in mind the Hijri year not the christian years (january etc) and the hijri year is 11 days less than the christian calendar.
