Must we complete every course and memorize everything in level 1 in order to go to level 2, or only a certain amount before we can progress to level 2?

I advise to complete all the lessons of level 1 yes, as for memorization do what u r capable of in sha'a Allah and it is not mandatory to memorize everything before u move on.
