السلام علیکم شیخنا My question is, is it permissible to give or receive donations to build a house? Because I have heard that a person can only ask for donations when he is so hungry like in such a state of necessity that his life is in danger.

It is stated in the Fatwas of the Permanent Committee that: It is permissible for a needy person — who does not possess what suffices him and is unable to earn a living — to ask people for some money, but only in an amount that covers his immediate need. As for someone who is not needy, or a needy person who is able to earn a living, it is not permissible for him to ask people (for money). Whatever he takes from people in such a case is unlawful for him.
