Sh ibn uthaymeen said in the expl. of verse 71 surah al furqan that the repentance of a zaaniy while persisting on looking at women is accepted. Does this mean that a couple that fell into zina and then repented but kept meeting without having intercourse and then married, their marriage is valid?

Yes because they repented but it has to be sincere repentance.
