Ahsan Allahu 3alikum Ustadh, The 'poor and needy' we can give zakat al mal to, do they have to have a certain level of wealth or its subjective to the society? Want to give zakat to a relative who is trying to get married (mehr + other costs). May Allah grant you success.

If he is a strong man able of earning, and he isn't then he isn't worthy. But if someone is not able to have what suffices him for a year then yes he is given zakat.
