Is not speaking up against a unjust ruler( i.e a tyrant) from a form or jihad?

The hadeeth literally says in front of them i.e., in their presence, so not when they are nor present, also the ulama mentioned when there is no greater evil that happens. And the way of the people of sunnah and jama'ah is to make du'a' for our Muslim ruler may Allah give us and them tawfeeq and success, ameen.
