Ustadh, is it permissible to live in apartments when it would be common that a non-mahram may be present in the hallway outside the rooms, or in the elevator, or at the entrance of the apartment. Or can a person live in apartments but do his best to avoid seclusion?Also do these count as seclusion?

If they are outside of your apartment, this is normal akhi as this happens everywhere, and u can wait for them to go or u can leave yourself and there is no seclusion then.
