If someone deals with mathi incontinence, is it sufficient for him to do ghusl for salat al jummah before the entry time, or must he refresh his wudu again shortly before the Khutba? If the masjid is busy it can be difficult to leave and come back to your spot without disturbing people.

The time for Jumuʿah begins when the sun passes its zenith, just like the time for Ẓuhr, according to the majority opinion, therefore may Allah reward you, you can make wudhu at that time and sit for the khutbah. Even if you wete already there you can go out make wudhu and come back.
