Assalamu Alaikum, can I request as mahr that my husband fund a water well in my name as sadaqah jariyah now, and donate a Qur’an to a revert every year? Is it permissible for mahr to include an ongoing yearly obligation like this, or does it need to be a fixed amount?

What they can do is she names the money and then gives him the ability to act on her behalf in making the water well and putting it in her name. Also the water well should be known and accurately described.
