Regarding the ikhtilaf on whether a menstruating woman may recite the Qur’an, which opinion is strongest & safest ? like regular recitation not just protective ayah from the phone Also I fear following an incorrect opinion may make me sinful, but I’m unsure whether this fear is valid or waswas.

Reciting from memory without touching the mushaf is allowed on the correct saying, as Shaykh Ibn Baz held, and the hadith forbidding it is weak. Following a trustworthy scholar in a matter of difference is not a sin, so do not fall into waswas.
