Shaykh despite my best efforts i make mistakes when writing notes so to avoid a messy look i use blanco to correct and write over it. Due to this i often get a few small dots of it on my hands which are hard to remove and do act as a barrier. Can they be excused for wudu?

Remove what you can before wudu. Ink that has a body blocking the water must be removed. If a dot remains that cannot be removed without harm, it is enough to pass water over it.
